Act 57: what retailers need to know

Act 57 of 2025 allows only ENDS products listed on the Attorney General's Directory to be sold in Pennsylvania.

What to do now

  • Check every product you carry against the Attorney General's ENDS Directory. The list is updated over time.
  • Stop ordering products that are not listed.
  • Write down your unlisted inventory: product, manufacturer, quantity, purchase date, and invoice number.
  • Keep your invoices and 40% vapor tax records.
  • Talk to your wholesaler about returns.

Our request to the Attorney General

PVRA has asked for a staged sell-through of inventory bought before the Directory existed: wholesalers through December 31, 2026, and retailers through February 28, 2027, with no new unlisted purchases.

We will post the response here. Until then, plan for the October 19, 2026 date.
